Tamarack Ottawa Race Weekend 2020: No race and no refunds

Canada's biggest race weekend, The Tamarack Ottawa Race Weekend, was cancelled this year due to COVID-19. Many events including concerts, festivals and shows have been either postponed or cancelled. Most have offered refunds, defferals until next year or creative options like the TD Ottawa Jazz Festival, which offered to donate the fees to charity. Keith Whittier asks, where is the money?
